Hard drives (both mechanical and solid state) have a life expectancy which is calculated by the manufacturer. This number is called the MTBF (Mean Time Before FAILURE and amounts to a guess as to how long on average the hard drive will last before failure. MTBF is also a rating used in the components that are sourced for the manufacturing of the Hard Drive. These guesses are not regulated and are often very generous. Life expectancies vary greatly depending on how good the guesses are of the various manufacturers of the parts included in the drive. Tape is notoriously unreliable in the data center. This can be primarily attributed to the nature of tape technology, an unsealed, mechanical, and contact type media.
